Strategic Advisory Board

The DPI Safeguards Strategic Advisory Board provides independent guidance on the adoption, country-level implementation, and long-term evolution of the Universal DPI Safeguards Framework. Composed of global experts, the Board leverages diverse perspectives and networks to:
Advise on governance and strategic partnerships to ensure safeguards-by-default in DPI ecosystems.
Drive large-scale dissemination and awareness of the Framework’s impact.
Support country implementations and global mainstreaming efforts aligned with the SDGs.
The Board acts as a safeguards catalyst, custodian, and public advocate; mobilizing stakeholders, addressing emerging risks, and promoting inclusive, safe DPI development.

He currently serves as Chairman of the UN Commission on Science and Technology for Development (CSTD) and Vice Chair of its Working Group on Data Governance. He also chairs the WIPO High-Level Conversations on IP and Frontier Technologies/AI and is a founding board member of Health AI.Amb. Prof. Kah has held several key leadership roles in Geneva-based international organizations. These include Chairman of the Africa Group of Ambassadors (2021), Vice President (Africa) of the UN Human Rights Council (2022–2023), Vice Chair of the 34th ICRC International Conference, and Advisory Board Member of the UNCTAD Trade and Development Bureau (2021–2023). Antonio has extensive experience in the telecom sector, having held various positions of responsibility. At Deloitte Spain, he led the regulation and strategy practice for Latin America and the Caribbean. Prior to that, he was the Chief Economist at Telefónica's Cabinet for Economic Studies of Regulation in Spain. Before joining Telefónica, Antonio served as Deputy Director of Economic Analysis and Markets at the Spanish Telecom Regulator (CMT).Throughout his career, Antonio has provided advisory services to regulators, telecom operators, and governments in countries such as Saudi Arabia, China, Ecuador, Argentina, the Dominican Republic, Paraguay, Poland, and the Czech Republic, among others.Antonio also serves as a member and expert on several committees, including the World Economic Forum and the International Telecommunication Union. He holds a PhD in Economics from the University Carlos III of Madrid and has been an associate professor of applied finance for telecommunications at the Instituto de Empresa Business School, as well as a professor of economic regulation at American University and Johns Hopkins University. He is the author of numerous publications on economic and regulatory aspects of the telecommunications sector.
